The Contra Costa Fire District (Con Fire) is seeking a Chief of Admin II/ Chief Financial Officer (CFO) to join their executive team! THE JOB
Reporting to the Deputy Fire Chief for Administration, the CFO will oversee 10 staff in the Finance Division and manage core financial and administrative functions. They will oversee a $350 million budget, which includes a $225 million general fund and a $100 million EMS Transport fund (enterprise fund) for ambulance operations. As a key advisor to the Fire Chief and executive team, the CFO will help shape long-term plans and financial strategies for the District. This includes developing a new CIP Plan and navigating complex financial decisions related to capital purchases and bonds for new fire stations. With the District's expansion, the CFO will play a critical role in ensuring these transitions are financially sound and aligned with Con Fire’s growth objectives.
The CFO will provide comprehensive financial oversight, including budget development, financial projections and strategic planning, grant management, and the ongoing evaluation of various funding streams such as development impact fees and property taxes. They will also manage the District’s financial compliance and ensure accurate reporting and robust internal controls. The District and County recently implemented a new Enterprise Resource Planning (ERP) system, and ongoing integration and optimization of financial processes with this system will be essential.
THE IDEAL CANDIDATE
The ideal candidate will possess a high level of expertise in public finance administration, complex budget and grant management, and strategic planning. A strong understanding of GAAP and GASB compliance is critical for success in this role, and a proven track record of success in grant management, oversight of enterprise funding, and long-range financial planning are ideal. Prior experience managing financial operations in a complex county or Fire District environment is preferred.
The next CFO will be highly collaborative and adept at working across departments to achieve organizational goals. They will frequently provide financial guidance to the Fire Chief and the District’s Board of Directors, so the successful candidate will be an outstanding communicator, transparent advisor, and thought partner. The ideal CFO will also be a proactive and strategic leader for their team, committed to developing and empowering staff, and fostering a positive, cooperative and rewarding work environment.
Salary & Benefits
A salary of $161,985 – $178,589 DOE/DOQ, PLUS an attractive benefits package.
