Position Summary:

The Chief Financial Officer (CFO) is an integral leader of the Community Health Center, contributing to the strength, growth and long-term development of the organization. The CFO shares responsibility with the Medical Director and Chief Operations Officer for clinic and financial performance measures. The CFO is directly responsible for all financial systems and functions of the organization and ensures legal and regulatory compliance for all accounting and financial reporting functions. The CFO reports to the CEO and participates as a member of the organization’s Leadership Team and is the lead staff for the Board of Directors Finance Committee.

Essential Functions:

• Prepares the annual budget; generates, analyzes, and presents monthly financial statements, cash flow statements, and ongoing financial analysis to the Finance committee of the Board of Directors.
• Develops a clear financial plan that is consistent with the organization’s strategic programs, goals and initiatives.
• Oversee long-term budgetary planning and costs management in alignment with Clinic’s strategic plan, especially as the organization considers expansions, potential acquisitions, and collaborations with external organizations. Participate in the ongoing strategic planning process as an integral member of the senior management team.
• Evaluate ongoing financial planning tools to support the clinic's strategic direction, goals, and mission; maintain, monitor, and evaluate the clinic's productivity and financial targets.
• In collaboration with the Senior Management Team, assess organizational performance against both the annual budget and Center’s long-term strategy. Develop tools and systems to provide critical financial and operational information to the Management Team/Chief Executive Officer and make actionable recommendations on both strategy and operations.
• Completes or provides input to all periodic and annual financial reports as required by agency policies, and federal and state agencies, including Medicare and Medicaid Cost Reports, Medicaid Wrap-around Reports, the Uniform Data System (UDS), and the Federal Financial Report (FFR).
• Oversees the organization’s financial accounting systems and functions maintaining strong internal controls – resulting in a clean annual audit, in full compliance with generally accepted accounting principles (GAAP).
• Periodically reviews funder regulations including local governments, Virginia Department of Public Health, HRSA, and CDC, as well as all other applicable federal regulations; is in direct contact with our funders, ensuring that the health center follows all administrative and financial aspects of grants and contracts.
• Updates and revises internal control policies and procedures as needed to be in compliance with funder requirements.
• Creates financial policies and procedures that are aligned with GAAP and federal requirements for monitoring of FQHC revenue and expenditure.
• Effectively manages agency line of credit.
• Prepares necessary regulatory cost reporting and stays current with rules, regulations and reporting requirements for federal, state and local funders.
• In the absence of the CEO, assumes administration responsibility for all financial matters.
• Annually reviews and recommends changes to the fee schedule to the CEO, CMO, and Board of Directors.
• Coordinates standards and integrates financial performance measures for clinic operations.
• Creates a financial tracking system, coordinated with our EHR and billing systems, to properly track patient revenue.
• Serve as liaison with the Central Billing Office (CBO) and monitor billing processes.
• Supervises all billing, accounting, and finance staff positions.
• Other duties as assigned. 

Minimum Qualifications:

• Bachelor’s degree in finance or equivalent experience (required).
• CPA and/or master’s degree in business administration or related field (preferred).
• At least five years of experience in a financial leadership position in a public/private/nonprofit environment and experience as a member of senior management teams with excellent supervisory and coaching skills, and strong, demonstrated facilitative leadership skills.
• Demonstrated financial leadership experience in an FQHC setting with strong analytical skills
• and experience working with and presenting to the board of directors.
• High personal and professional integrity
• Experience and ability to work independently, as well as with and across all levels of management and line staff, and to influence and collaborate in a diverse and cross-functional workplace.
• Experience and ability to identify stakeholders’ needs and concerns and provide proactive solutions.
• Proficiency in MS Office and fund accounting software (Blackbaud Financial Edge preferred)
• Excellent attention to details, ability to communicate effectively and manage multiple deadlines and priorities.
• Ability to adapt and respond to changing work situations and environments.

Working Conditions:

• Work in excess of 8 hrs./day or 40 hrs./ week to meet the center’s needs and accomplish the duties of this position.
• Comply with and set example of compliance with policies/procedures/practices; comply with legal requirements for non-profit organizations.
• This organization follows the CMS Federal COVID vaccine mandate.
• Perform and complete duties under stress and demands from different sources and meeting strict deadlines.
• Tolerate prolonged computer related exposure.  Able to sit or stand at a workstation for long periods of time.
• May be exposed to hostile or emotional clients, family members, and staff, as well as disturbing or sensitive information
• May be exposed to infectious diseases and medical waste.
