ABOUT THE ROLE:
NCSL is hiring a Chief Financial Officer (CFO). This is a rare opportunity to come in at the top leadership level of the nation’s premier organization for state legislatures. NCSL has a proven and stable business model that is ripe for innovation and expansion.
The CFO will lead an eight-person Finance and Accounting team passionate about the financial well-being of NCSL and its associated Foundation, a separate entity that solicits and manages financial support in support of NCSL’s mission. The CFO is part of the Executive Management Team (EMT), which makes all key policies and decisions about the operations of the Conference and ensures the financial integrity of the organization. NCSL has a staff of around 160 and an annual operating budget of over $35 million derived from a variety of revenue sources including complex grants.
The work involves overseeing accounting and financial reporting, cash management and investment, budget, grant and contract financial administration, and audit oversight. The CFO shares responsibility with the COO for employee benefits, payroll, legal compliance issues, systems of internal control, and related tasks. A significant portion of the work involves planning, managing, and evaluating the work of the department and reviewing the work and recommendations of subordinate supervisors.
WHAT YOU’LL DO:
Manage and supervise the accounting and financial reporting for NCSL and the Foundation for State Legislature, making policy concerning the workings of the system, preparing custom financial reporting as required, and overseeing staff.
Ensure all financial operations comply with federal and state law.
Present monthly, quarterly, and annual financial statements to executives and board of directors.
Work closely with, and advise, NCSL management in the development and presentation of annual budgets.
Administer the financial aspects of federal contracts and grants, review federal indirect cost proposals, and direct annual financial audits and periodic audits of federal awards.
Negotiate lines of credit and manage cash and investment of excess balances.
Coordinate collection of dues, selection of vendors, and contract negotiations.
Advise senior management on financial and administrative matters.
Formulate long-range plans and contingencies to improve the financial status of the organization.
Perform other related work in support of the accounting department and Conference.
THE WORK ENVIRONMENT:
This position is a mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. Team members utilize standard office equipment such as copy machines, laptops, printers, scanners, and smartphones. QUALIFICATIONS FOR SUCCESS:
Bachelor's degree in business, accounting, finance, or related field
Fifteen years of progressive work experience in accounting, budgeting, or financial management.
Thorough knowledge and technical expertise in accounting principles and practices and auditing with the skill and competence in managing multiple accounting and budget functions in a diverse environment.
Exceptional skill in working with and designing automated accounting systems.
Thorough knowledge and technical expertise in accounting for grants and contracts and knowledge of federal laws and regulations affecting contract or grant finances.
Thorough knowledge and technical expertise in budgeting concepts, practices, cash management and banking relationships.
Ability to work in a politically neutral manner and to deal with sensitive and confidential matters.
